China Plans To Expand 4M Broadband Coverage To 70% Of Its ...

China?s Ministry of Industry and Information Technology (MIIT) minister Miao Wei announced yesterday?(link via Google Translate)?that the Chinese government plans to increase the number of households with broadband access, with more than 70 percent of China?s Internet users getting 4M broadband service by the end of 2013. The initiative is part of the 2013 Broadband China project, which aims to increase FTTH (fiber-to-the-home) coverage by more than 35 million households this year. In 2012, the number of households with FTTH increased 49 percent to 94 million, the MIIT said. The government also plans to add 1.3 million wireless hotspots this year, Miao said.

MIIT?s latest update on its Broadband China project follows an?earlier one in September?(link via Google Translate), when the Ministry said it plans to have broadband coverage in China hit 250 million users by the end of 2015.

Expanding broadband coverage is crucial to improving Internet infrastructure for small- to mid-sized businesses in China, especially since the country is lagging behind other member countries in the Organistion for Economic Co-operation and Development (OCED). As of December 2012, China had 564 million Internet users, a penetration rate of 39.9 percent,?according to a report by the China Internet Network Information Center.

In that report, the CNNIC also stated that stated that: ?At present the Internet penetration rate among SMEs in China still remained at a low level and the broadband construction needed to be pushed further. Meanwhile, compared with the penetration rates of online purchase and online sale of some member countries at the end of 2011 published by OECD, the portion of online sale among SMEs in China was 25.3%, and that of online sale was 26.5%, both remaining at a low level.?

During their main event bout at UFC 157, Liz Carmouche took Ronda Rousey's back and had her in a neck crank. The crank was so deep that Rousey inadvertently bit Carmouche's arm. But Rousey told the Fuel TV aftershow that she was never worried about submitting to Carmouche. Instead, she was concerned about a wardrobe malfunction.

?On the ground I feel so comfortable in every position, so I never feel in danger and I take a lot of risks. I felt fine with her on my back. I was more concerned with my sports bra staying on while she was choking me because I felt safe and in control," Rousey said.

Rousey won a bronze medal in the 2008 Olympics in judo, so submissions have been part of her life for a long time. In fact, Rousey has spoken often about how her mother taught her judo by waking her up with an armbar. While the neck crank was uncomfortable, it wasn't new.

What is new is having to worry about a sports bra not doing its job. Come on, sports bra. You had one job. Thankfully, it did stay in place, and Rousey went on to submit Carmouche seconds before the end of the first round.

Syria says it's ready for talks with armed rebels

MOSCOW (AP) ? Syria is ready to hold talks with the armed opposition trying to topple President Bashar Assad, the country's foreign minister said Monday, in the government's most advanced offer yet to try to resolve the 2-year-old civil war through negotiations.

Walid al-Moallem did not say whether rebel fighters would first have to lay down their arms before negotiations could begin, a key sticking point in the past. Still, the proposal marked the first time that a high-ranking Syrian official has stated publicly that the government would meet with opposition fighters.

"We're ready for a dialogue with anyone who's willing for it," al-Moallem said in Moscow ahead of talks with his Russian counterpart, "even with those who carry arms. We are confident that reforms will come about not with the help of bloodshed but through dialogue."

One rebel commander welcomed the idea of talks, but only on the condition that Assad and those who are responsible for the bloodshed are put on trial.

Syria's 23-month-old conflict, which has killed more than 70,000 people and destroyed many of the country's cities, has repeatedly confounded international efforts to bring the parties together to end the bloodshed. Russia, a close ally of Assad and his regime's chief international advocate, offered last Wednesday, in concert with the Arab League, to broker talks between the rebels and the government.

The proposal ? which the Kremlin would be unlikely to float publicly without first securing word from Damascus that it would indeed take part ? suggested the regime could be warming to the idea of a settlement as it struggles to hold territory and win back ground it has lost to the rebels.

Syria's rebels have scored several tactical victories in recent weeks, capturing the nation's largest hydroelectric dam and overtaking airbases in the northeast. In Damascus, they have advanced from their strongholds in the suburbs into neighborhoods in the northeast and southern rim of the capital, while peppering the center of the city with mortar rounds for days.

On Thursday, a huge bomb blast near the ruling Baath party headquarters in Damascus killed at least 53 people, according to state media.

While the momentum may be subtly shifting in the rebels' direction, the regime's grip on Damascus remains firm, and Assad's fall is far from imminent ? or certain.

Ahead of the meeting with al-Moallem, Russian Foreign Minister Sergey Lavrov repeated his call for Syria to negotiate with the opposition, saying that "the situation in Syria is at a crossroads now." He also warned that further fighting could lead to "the breakup of the Syrian state."

Past government offers for talks with the opposition have included a host of conditions, such as demanding that the rebels first lay down their arms. Those proposals have been swiftly rejected by both activists outside the country and rebels on the ground.

The prospect of negotiating with the armed opposition is made all the more difficult by the fractured status of those fighting to topple the regime. There are dozens of armed brigades and groups across the country and no unified command.

The head of one group, Free Syrian Army chief Gen. Salim Idriss, said he is "ready to take part in dialogue within specific frameworks," but then rattled off conditions that the regime has rejected in the past.

"There needs to be a clear decision on the resignation of the head of the criminal gang, Bashar Assad, and for those who participated in the killing of the Syrian people to be put on trial," Idriss told pan-Arab Al-Arabiya TV.

He said the government must agree to stop all kinds of violence and to hand over power, saying that "as rebels, this is our bottom line."

Both sides in the conflict in recent weeks have floated offers and counter-offers to hold talks to resolve the crisis.

In a speech in January, Assad offered to lead a national dialogue to end the bloodshed, but said he would not talk with the armed opposition and vowed to keep on fighting. The opposition rejected the proposal.

This month, the leader of the Syrian National Coalition, the umbrella group for opposition parties, said he would be open to discussions with the regime that could pave the way for Assad's departure, but that the government must first release tens of thousands of detainees. The government refused, and even members within the Coalition balked at the idea of talks.

Speaking to reporters Monday in Cairo, SNC chief Mouaz al-Khatib accused the regime of procrastinating and said it had derailed his dialogue offer by not responding to the Coalition's conditions.

"We are always open to initiatives that stop the killing and destruction but the regime rejected the simplest of humanitarian conditions. We have asked that the regime start by releasing women prisoners and there was no response," he said. "This regime must understand that the Syrian people do not want it anymore."

Countries in the region have watched the Syrian conflict with trepidation, fearful that the bloodshed could drag in neighboring states.

Turkey, which has taken in tens of thousands of Syrian refugees and has exchanged fire across the border with government troops, is among those most concerned about the fallout.

Speaking to the U.N. Human Rights Council in Geneva, Turkish Foreign Minister Ahmet Davutoglu accused Damascus of using "every instrument to turn the legitimate struggle of the Syrian people into a sectarian war which would engulf the entire region in flames."

"The longer this regime is allowed to wage its campaign of violence, the harder it will be to prevent such a dreadful eventuality," he added.

Meanwhile, the fighting inside Syria rages on.

The Syrian Observatory for Human Rights activist group reported heavy clashes Monday outside a police academy in Khan al-Asal just outside Aleppo.

Rebels backed by captured tanks launched a fresh offensive on the facility on Sunday. Observatory director Rami Abdul-Rahman said at least 13 rebels and five regime troops were killed in the fighting.

In another part of Aleppo, rebels downed a military helicopter near the Mennegh airport, where there have been fierce clashes for months.

A video posted online by activists shows a missile being fired, a trail of white smoke and then the aircraft going up in flames. Voices in the background shout "God is great" as a man raises both hands in the air in celebration.

The video appeared to be authentic and corresponds to other AP reporting.

The Pewter Plank recently posted our review of the Tampa Bay Buccaneers contributions from the tight end position in 2012, and we pointed out that there was a?distinct?difference between the tight ends on the roster this past season. Luke Stocker and Nate Byham were both bruising blockers, contributing mostly by paving the way for the running of Doug Martin. Dallas Clark was the primary receiving tight end, failing to contribute to the blocking schemes, and instead adding a moderate amount of production as a pass receiver. With Clark aging and out of contract, it?s obvious that the Buccaneers will need a replacement for him, and it needs to be someone suited to his role in the offense. A tight end with reliable hands who can run good routes and provide a short to intermediate option for Josh Freeman.

That?s where Gavin Escobar is at his best.

The San Diego State prospect is a massive human being, measuring 6 feet, 6 inches tall and weighing 254 pounds. He?s got long arms, big hands, and a solidly built frame, but doesn?t look awkward or uncoordinated considering his size. He?s certainly not the fastest player, even at his position, clocking in at 4.84 seconds in the 40 yard dash at the NFL Draft Scouting Combine. What he lacks in straight line speed, he more than makes up for in agility and change-of-direction, posting solid times in the 3-cone drill and 20-yard-shuttle. This means that Escobar has the natural ability to make cuts while running patterns and beat defenders by breaking hard to the football on timing routes. ?He combines this agility with amazing hands, snatching the ball out of the air with ease with his big hands. He impressed while running ?The Gauntlet? drill at the combine, where he runs in a straight line and receives passes from all directions. He caught every pass in stride and used his hands to secure the ball away from his body and bring the ball in naturally. So Escobar proved at the combine what we already knew about him, he?s a big target that runs good routes and has incredible hands.

Escobar was one of the best tight ends in the nation in 2012, hauling in 42 catches for 543 yards and 6 scores. He was a semifinalist for the Mackey Award (given to the nation?s best tight end), and first-team All-Conference in the Mountain West. He had an even more impressive 2011, including a two score game against Boise State. The decline in productivity is likely due to a drop in quarterback performance, as 2011 signal caller Ryan Lindley moved on to the NFL.

The knock on Escobar, aside from lacking in timed speed, is his inability to be a full-time blocker. Gavin was mainly used as a slot receiver at SDSU, providing a big target for his quarterback, and not often kept in to block for runners. He is somewhat capable of blocking, according to his CBSSports Draft Profile. This concern won?t be as big of an issue for the Buccaneers, who already have solid blocking tight ends. Escobar could play in passing situations more often than not, or line up as a slot receiver with Luke Stocker playing on the line. He could be called upon to block when needed, but he would not need to be a key part of the run blocking efforts for the Buccaneers. The other concern listed on his draft profile is his tendency to get pushed off his route at the line, but that this is something he?s been improving upon. Escobar will likely face tougher competition in the NFL when it comes to getting off the line and getting into his route, so this is something that teams must look at carefully when evaluating Gavin.

Overall, I believe that Escobar would fit perfectly in the offensive role left vacant by Dallas Clark. A taller receiver with soft hands would be a great target for Josh Freeman, who prefers to throw passes higher and allow his receivers to go up and get them. Escobar will be available on the second day of the draft, between rounds two and three, and I think the Buccaneers should definitely target him after?addressing?defensive back and defensive line needs at the 2013 NFL Draft.

Forget Jessica Chastain vs. Jennifer Lawrence. The most heated contest on the Oscars red carpet could be the one between Giorgio Armani and Dior Haute Couture.

Giorgio Armani could claim some big wins: the designer dressed Chastain, Naomi Watts and Quvenzhane Wallis on Sunday night. Dior dressed Lawrence and Charlize Theron ? both are spokesmodels ? who hit it right in white.

Chastain, in a glistening copper-tone strapless gown with mermaid hem, looked like an old-world glamorous movie star, especially with her oversized vintage Harry Winston diamond earrings and bright red lipstick.

"I chose it because to me it was a throwback to old Hollywood," she said. "It's a very 'Happy birthday, Mr. President' dress."

Watts wore a gunmetal beaded gown with a geometric cutout on the bodice, also by Armani.

Quvenzhane (kwuh-VEHN'-juh-nay), with a silver headband in her hair and carrying a bedazzled puppy purse, wore an Armani Junior navy-blue dress with black, navy and silver jewels scattered on the skirt and a big bow on the back. She had another Armani dress, a pink one, ready for the afterparty. "I liked it because it was sparkly and puffy."

Lawrence was the belle of the ball in a white-and-pale pink strapless gown with fitted bustier and poufy hemline, sophisticated pulled-back hair, diamond-ball earrings and a delicate long necklace that hung down in back. Theron was sleek in an angular strapless dress with a fashion-right peplum and a buzz-cut hairdo.

Christos Garkinos, longtime red-carpet watcher and owner of Decades vintage store in Los Angeles, said, "You could have turned the TV off right when Charlize Theron came on. She was perfect."

The more interesting chatter, however, could be about the Jane Fondas and Sally Fields of the world. Fonda wore bright taxicab yellow Versace and Sally Field was in bright red.

"Women of a certain age almost gave the feeling that the older you get, the bolder you get," Garkinos said.

Hal Rubenstein, editor at large of InStyle magazine, was pretty impressed by 86-year-old Emmanuelle Riva in Lanvin. "Jane Fonda looks amazing because she's Jane Fonda, but Emmanuelle Riva was so elegant."

Another look that had people talking was Anne Hathaway's pale pink Prada dress. Rubenstein called the dress and Tiffany & Co. necklace "an Audrey Hepburn moment."

Garkinos wasn't as kind. Thanks to some awkwardly placed darts in the bust, he said it was more like Gwyneth Paltrow's big Academy Awards moment, when she wore a lovely Ralph Lauren pink dress but the fit wasn't quite right.

Hathaway, before the show, said her dress with a seemingly sweet vibe but with a strategically open back and sexy sides, was a last-minute choice. "It fit my mood and place where I'm at right now."

It almost seemed there were two routes to the red carpet, said Rubenstein: incredibly beaded and eye-catching, worn by Nicole Kidman in L'Wren Scott, Halle Berry in Versace, and Stacy Keibler in Naeem Khan; or a simple color with a great silhouette. He puts Lawrence, Reese Witherspoon in a strapless royal-blue Louis Vuitton gown with a black strip at the bustline and Jennifer Aniston in a Valentino red strapless gown in that camp.

"For some, there was a pull back to not do a lot, and that's where fashion is as well," Rubenstein said.

Amanda Seyfried's metallic halter dress by Alexander McQueen with a keyhole opening was three months in the making, and Berry said she trusted Donatella Versace to dress her like the Bond girl that she has been on the big screen. She ended up in a silver beaded-and-black gown with long sleeves and V neck.

Jennifer Hudson's shiny, second-skin blue Roberto Cavalli almost looked like an animal print.

Kristen Stewart had on an even paler blush gown; hers a hand-beaded strapless with tulle inserts by Reem Acra. She accentuated her gown with a 19th-century Fred Leighton necklace with 91 graduated diamonds.

Jennifer Garner chose a violet-colored Gucci with cascading ruffles in the back. Her 200-carat diamond-and-dark platinum necklace from the Neil Lane archives was a big statement.

Beaded gowns had a strong presence, worn by Sandra Bullock, in a fully embroidered Elie Saab; Renee Zellweger, in sleek Carolina Herrera; and Adele in Jenny Packham. Catherine Zeta-Jones was statuesque in an all-gold Zuhair Muhad. Queen Latifah's white V-neck tank dress by Badgley Mischka had a lot of sparkle on the straps.

Salma Hayek's midnight-blue velvet Alexander McQueen gown had a gold embellished collar, and she carried a gold skull box clutch.

Helen Hunt wore a little bit of her conscience along with her blue column gown. It was from fast-fashion retailer H&M. She chose it because it was both accessible and because the company has launched a substantial green initiative. She did wear it, however, with hundreds of thousands of dollars of borrowed jewels.

For the men, the trend was beards, with George Clooney, Bradley Cooper, Ben Affleck and Tommy Lee Jones, among them.

Protein 'passport' helps nanoparticles get past immune system

Feb. 21, 2013 ? The body's immune system exists to identify and destroy foreign objects, whether they are bacteria, viruses, flecks of dirt or splinters. Unfortunately, nanoparticles designed to deliver drugs, and implanted devices like pacemakers or artificial joints, are just as foreign and subject to the same response.

Now, researchers at the University of Pennsylvania School of Engineering and Applied Science and Penn's Institute for Translational Medicine and Therapeutics have figured out a way to provide a "passport" for such therapeutic devices, enabling them to get past the body's security system.

The research was conducted by professor Dennis Discher, graduate students Pia Rodriguez, Takamasa Harada, David Christian and Richard K. Tsai and postdoctoral fellow Diego Pantano of the Molecular and Cell Biophysics Lab in Chemical and Biomolecular Engineering at Penn.

It was published in the journal Science.

"From your body's perspective," Rodriguez said, "an arrowhead a thousand years ago and a pacemaker today are treated the same -- as a foreign invader.

"We'd really like things like pacemakers, sutures and drug-delivery vehicles to not cause an inflammatory response from the innate immune system."

The innate immune system attacks foreign bodies in a general way. Unlike the learned response of the adaptive immune system, which includes the targeted antibodies that are formed after a vaccination, the innate immune system tries to destroy everything it doesn't recognize as being part of the body.

This response has many cellular components, including macrophages -- literally "big eaters" -- that find, engulf and destroy invaders. Proteins in blood serum work in tandem with macrophages; they adhere to objects in the blood stream and draw macrophages' attention. If the macrophage determines these proteins are stuck to a foreign invader, they will eat it or signal other macrophages to form a barrier around it.

Drug-delivery nanoparticles naturally trigger this response, so researchers' earlier attempts to circumvent it involved coating the particles with polymer "brushes." These brushes stick out from the nanoparticle and attempt to physically block various blood serum proteins from sticking to its surface.

However, these brushes only slow down the macrophage-signaling proteins, so Discher and colleagues tried a different approach: Convincing the macrophages that the nanoparticles were part of the body and shouldn't be cleared.

In 2008, Discher's group showed that the human protein CD47, found on almost all mammalian cell membranes, binds to a macrophage receptor known as SIRPa in humans. Like a patrolling border guard inspecting a passport, if a macrophage's SIRPa binds to a cell's CD47, it tells the macrophage that the cell isn't an invader and should be allowed to proceed on.

"There may be other molecules that help quell the macrophage response," Discher said. "But human CD47 is clearly one that says, 'Don't eat me'."

Since the publication of that study, other researchers determined the combined structure of CD47 and SIRPa together. Using this information, Discher's group was able to computationally design the smallest sequence of amino acids that would act like CD47. This "minimal peptide" would have to fold and fit well enough into the receptor of SIRPa to serve as a valid passport.

After chemically synthesizing this minimal peptide, Discher's team attached it to conventional nanoparticles that could be used in a variety of experiments.

"Now, anyone can make the peptide and put it on whatever they want," Rodriguez said

The research team's experiments used a mouse model to demonstrate better imaging of tumors and as well as improved efficacy of an anti-cancer drug-delivery particle.

As this minimal peptide might one day be attached to a wide range of drug-delivery vehicles, the researchers also attached antibodies of the type that could be used in targeting cancer cells or other kinds of diseased tissue. Beyond a proof of concept for therapeutics, these antibodies also served to attract the macrophages' attention and ensure the minimal peptide's passport was being checked and approved.

"We're showing that the peptide actually does inhibit the macrophage's response," Discher said. "We force the interaction and then overwhelm it."

The test of this minimal peptide's efficacy was in mice that were genetically modified so their macophages had SIRPa receptors similar to the human version. The researchers injected two kinds of nanoparticles -- ones carrying the peptide passport and ones without -- and then measured how fast the mice's immune systems cleared them.

"We used different fluorescent dyes on the two kinds of nanoparticles, so we could take blood samples every 10 minutes and measure how many particles of each kind were left using flow cytometry," Rodriguez said. "We injected the two particles in a 1-to-1 ratio and 20-30 minutes later, there were up to four times as many particles with the peptide left."

Even giving therapeutic nanoparticles an additional half-hour before they are eaten by macrophages could be a major boon for treatments. Such nanoparticles might need to make a few trips through the macrophage-heavy spleen and liver to find their targets, but they shouldn't stay in the body indefinitely. Other combinations of exterior proteins might be appropriate for more permanent devices, such as pacemaker leads, enabling them to hide from the immune system for longer periods of time.

While more research is necessary before such applications become a reality, reducing the peptide down to a sequence of only a few amino acids was a critical step. The relative simplicity of this passport molecule to be more easily synthesized makes it a more attractive component for future therapeutics.

"It can be made cleanly in a machine," Discher said, "and easily modified during synthesis in order to attach to all sorts of implanted and injected things, with the goal of fooling the body into accepting these things as 'self.'"

The research was supported by the National Institutes of Health, Penn's Institute for Translational Medicine and Therapeutics, the National Science Foundation, Penn's Materials Research Science and Engineering Center and Penn's Nano/Bio Interface Center.

Apple targeted by same hackers as Facebook

Apple has confirmed that a number of its internal machines have been targeting by the same hackers who recently breached Facebook?s security measures.

The latest in a recent flurry of high-profile hack attacks, Apple, in a rare admission of susceptibility confirmed earlier this week that a ?small number? of internal machines had been infected after being targeted by the same malicious code which recent usurped Facebook?s systems.

A knock against past claims of invincibility and thoughts of grandeur over Microsoft?s Windows based PC systems, Apple revealed that a selection of employees? Macs were attacked after users visited a website for software developers.

Playing down the severity of the hacker based attacks, Apple has suggested that no data appeared to have been accessed or stolen by the unlawful intruders, and that it was already working on a patch that would address the issues. The company confirmed that it was also working with law enforcement to find the source of the malicious code.

Far from the first leading tech company to be affected by a recent spate of attacks, Apple follows Facebook which recently revealed that a selection of its employees were last month hit by a malicious hack which once again saw no user data lost.

Less fortunate in terms of reputation damaging attacks, social media outlet Twitter recently saw the personal details, including usernames and email addresses of more than 250,000 accounts stolen in a hack which has caused many to lose faith in the micro blogging site. Further afflicting the company?s standing in the eyes of users, earlier this week Twitter was the focus of another hacking incident when access to the official Burger King Twitter feed was unlawfully gained with hackers claiming the fast food giant had been sold to bitter rival McDonalds.

Gunmen Attack Indonesian Military Chopper In Papua

JAYAPURA, Indonesia (AP) ? Unidentified gunmen shot at an Indonesian military helicopter in the restive province of Papua on Friday as the crew was trying to evacuate the bodies of eight soldiers killed in attacks the day before.

Three crew members were wounded in Friday's attack on the Super Puma helicopter, which was forced to abort its mission and rush the injured to a hospital, said Lt. Col. Jansen Simanjuntak, an army spokesman.

Eight soldiers were killed in two separate attacks in the area on Thursday. The area is a stronghold of separatists who have battled Indonesian rule in the impoverished region for more than 40 years.

In the deadliest attack Thursday, about 20 assailants armed with guns and machetes attacked a group of soldiers walking to Ilaga Airport in Puncak district to collect communication equipment, killing seven, Simanjuntak said.

Two civilians also were shot in the attack, but their fate was unclear, he said. He said earlier that the two had been killed.

About an hour before that attack, gunmen stormed an army post in Tinggi Nambut, a village in neighboring Puncak Jaya district, and fatally shot one soldier and injured another before fleeing into the jungle, Simanjuntak said.

Indonesian military spokesman Rear Adm. Iskandar Sitompul said the same group was responsible for both attacks.

"They are believed to be old players who always try to disturb the situation there," Sitompul said in Jakarta, the capital.

Simanjuntak identified the assailants as members of a local separatist group led by Goliat Tabuni.

Senior Security Minister Djoko Suyanto said the incidents were "very irresponsible acts by the armed groups in Papua," adding that "the government very strongly condemns such brutal incidents." He said the perpetrators would be captured and prosecuted.

The former Dutch colony of Papua in the western part of New Guinea was incorporated into Indonesia in 1969 following a U.N.-sponsored ballot of tribal leaders that has since been dismissed as a sham. A small, poorly armed separatist organization known as the Free Papua Movement has battled for independence since then.

Double manhunt after shots fired at cops, home set ablaze

A manhunt was under way in South Florida early Wednesday for two suspects after shots were fired at police and a home was set ablaze during a narcotics investigation, authorities said.

A third suspect, Brian Kelly Howell, 29, was taken into custody Miami-Dade Police said, but Dell Peter DiGiovanni, 50, and Michael Steven DiGiovanni, 28, were still at large.

Police in West Kendall set up a perimeter from Miller Drive to 64th Avenue and from SW 142nd Avenue to SW 157th Avenue. They were warning all residents to stay indoors because the men were considered to be likely armed and dangerous.

Miami-Dade Police spokesman Alvaro Zabaleta said there's still a possibility that someone could be inside the house that was set on fire late Tuesday.

"We have not been able to enter or process the house itself because of the fact that it's still considered to be unsafe, fire has not been able to get to it because it's still too hot," Zabaleta said Wednesday.

Police said it wasn't immediately clear if all of the men shot at police, but the incident began at 15415 SW 57th St., when narcotics units were investigating a possible grow house at the address.

The suspects began firing at the officers, and police said they fired back and retreated for cover. At some point the suspects went inside and the home erupted into flames.

The three men subsequently fled the scene, police said.

"These individuals obviously attempted to kill an officer so the very minimum you're gonna have attempted murder on a law enforcement officer," Zabaleta said of the charges they'll face.

He said the DiGiovanni's are related but the exact nature of their relationship was unknown.

"It sounded like the world was ending because everybody was panicking, 'cause everybody heard the shootings,? said Rodrigo Ruez, who was minutes away from his home when he heard the gunshots.

Smoke billowed out of the burning home, and Miami-Dade Fire Rescue personnel waited in the area, ready to move in at a moment's notice.

Dozens of police officers were on the scene, some of them walking around with rifles.

Some West Kendall residents were kept away from their homes as police searched. Ashley Diaz, like dozens of people, could not get into her home.

She said she was coming back from Target when she found her way blocked, so she stopped at a gas station ? where she had been ever since.

?We?re stuck. We can?t go that way, we can?t go that way,? Diaz said, pointing in opposite directions.

The perimeter mostly impacted two housing developments in the area ? Lakes of the Meadows and Westwood Lakes.

"This is where I live, and it?s just not safe anymore," said displaced resident Anthony Guzman. "People have kids growing up here. It?s not right.?

This new PDF viewer, which is the result of a research project named PDF.js, makes use of the standard HTML5 APIs to allow the browser to quickly render standard PDF files without the need for a plugin like Foxit Reader or Sumatra PDF.

Johnson's OT buzzer-beater lifts Nets past Bucks

NEW YORK (AP) ? Joe Johnson came through twice with big shots and helped the Brooklyn Nets end a long losing streak to the Milwaukee Bucks.

Johnson hit a tying 3-pointer in the closing seconds of the fourth quarter and then his buzzer-beating jumper at the end of overtime lifted the Nets to a 113-111 victory over the Milwaukee Bucks on Tuesday night.

"It's an unbelievable feeling," said Johnson, who finished with 24 points. "Regardless of the situation, whether it's regular season or playoffs, it's always a great feeling. And, just to see everybody kind of explode with excitement is probably the best feeling."

Brook Lopez and Deron Williams added 19 points each as the Nets snapped a 13-game skid against the Bucks dating back to March 30, 2009.

"The first game after (the All-Star break) is usually pretty sloppy," Williams said. "For us to get a win against a team that we lost 13 straight against is a good win for us."

The Nets were aware of their long losing streak but insist they weren't thinking about it during the game.

"(Coach P.J. Carlesimo) mentioned the streak before the game, but I don't think anybody took that out there with that on their mind," Brooklyn's Gerald Wallace said. "It wasn't anything about their streak. It was about us as team. It shows the fight we have."

Brandon Jennings scored 34 points to lead the Bucks. Ersan Ilyasova had 21 points, Monta Ellis added 18 and Larry Sanders 14.

Luc Mbah a Moute had given the Bucks a 111-108 lead with 2:58 left in overtime. The Nets tied the game on Keith Bogans' 3-pointer with 1:02 left.

Jennings, who scored 23 points after halftime, saw his short jumper go in and out with 15 to go. After a Nets timeout, Johnson was intentionally fouled by Mbah a Moute with 5 seconds left. The Nets inbounded again and Johnson won the game with his foul line jumper over Mbah A Moute.

"Joe Johnson makes big shots," Bucks coach Jim Boylan said. "It wasn't a shock that Brooklyn went to him. We knew that's where they'd be looking. Luc played him tough and Joe just made a great shot."

Johnson sent the game into overtime with a 3-pointer with 1.3 seconds left in regulation.

"Joe has been doing this his whole career," Carlesimo said. "The other guys did a good job with the execution and putting us in a good position, particularly the 3 at the end of regulation."

The Bucks trailed 61-51 at halftime, but outscored the Nets 30-19 in the third quarter to take an 81-80 lead.

Ekpe Udoh gave Milwaukee its biggest lead, 87-82, with 9:57 left in the game. However, Brooklyn's 10-4 run capped by a long jumper from Andre Blatche gave the Nets a 92-91 lead with 6:24 left.

Blatche scored 10 of his 14 points in the fourth quarter.

Sanders' tip-in of Jennings' missed layup attempt gave the Bucks a 103-102 lead with 10 seconds left in regulation. After Williams was called for an offensive foul with 7 seconds left, Jennings was fouled and made both free throws.

That set up Johnson's tying 3.

The Nets took a 56-41 lead ? their largest of the game ? on Lopez's jumper with 2:29 left in the first half.

The Nets led 31-24 after the first quarter, having made 7 of 8 free throws while the Bucks didn't attempt any.

"We've got to turn it on right from the very beginning," Boylan said. "We're not Oklahoma City or Miami or something like that. We've got to play hard for 48 minutes."

C.J. Watson added 11 points for Brooklyn.

NOTES: The Nets had lost seven straight at home to the Bucks. Their last victory on their home floor came on Feb. 3, 2009, by a score of 99-85. ... The Nets are 5-0 in overtime this season and are on a NBA-best 10-game winning streak in overtime games. ... The Bucks are now 27-17 all-time in games immediately following the All-Star break. ... Japan's ORIX takes over asset manager Robeco

THE HAGUE, Netherlands (AP) ? Dutch bank Rabobank says Japan's ORIX Corporation is taking over its asset management arm Robeco Groep NV for ?1.9 billion ($2.54 billion).

The deal, which Rabobank expects to be finalized within six months pending regulatory approvals, gives ORIX 90.01 percent of Robeco.

Rabobank will retain the remaining stake in Robeco and receive part of the payment in ORIX stock

Rabobank says Tuesday it decided to sell because it expects the deal to improve Robeco's growth prospects worldwide.

Robeco controls ?189 billion ($252 billion) in assets for more than a million private investors and institutions. It has a staff of more than 1,600 in 14 countries.

ORIX CEO Yoshihiko Miyauchi says Robeco is "a well-diversified international organization with an excellent brand name and outstanding management."

How does baseball stack up?

Because I?m bored, let?s follow-up that Josh Hamilton post with a survey of each Major League Baseball city to see what sport ? using my totally subjective There Can Only Be One criteria ? reigns supreme in each city. Which team, if the city could vote and only keep one, would stay:

  • New York: High school hoops has a rich history, but professionally I think baseball. Specifically Yankees. Anyone really disagree?
  • Boston: Probably the most ?all sports? town on the list, but I?d have to say Sox.
  • Toronto: Leafs, Leafs, Leafs, Leafs.
  • Baltimore: For a long time baseball, but I do a lot of sports radio in Baltimore and it seems like the Ravens have dominated for years. And really, before the 80s, the Colts probably did too.
  • Tampa Bay: Who knows? Anyone? Not the Rays, that?s for sure. Probably the Bucs. More probably shuffleboard and bocce ball.
  • Detroit: Great baseball town, but they seem to live and die with the Wings more. My relatives who live there all do anyway. I could be persuaded that Detroit is primarily a baseball town, though.
  • Cleveland: Browns. By far. Even when they didn?t exist for a few years.
  • Chicago: This is an interesting one. I feel like it?s a Bears city, but I?d like to hear arguments on it. Walking around there in the summer and the city just reeks baseball, so it?s probably closer than I imagine.
  • Kansas City: They don?t tailgate for the Royals like they do for the Chiefs and that?s not for lack of a parking lot.
  • Minneapolis: I assume the Vikings. Gleeman should weigh in, though. Youth hockey may trump it all.
  • Seattle: I really don?t know, but given that they?ve sent away a baseball team and a basketball team to other cities in the past, the Seahawks probably by default.
  • Oakland: Kind of weird because (a) they?re so close to San Francisco; and (b) the people who dress up and act insane for Raiders games all probably live outside of Oakland, but based just on what you see, the Raiders.
  • Houston: Texas = football. Even with the Oilers leaving.
  • Los Angeles: It?s a status city and good Lakers tickets have to be pretty high up there as far as status symbols go.
  • Dallas: Cowboys could go 1-15 and the Rangers could win the series and it?s still a Cowboys city.
  • Atlanta: Probably college football more than anything, but the Falcons pretty obviously trump the Braves. I think, as far as local support goes, it?s probably more of a front-running town than anything.
  • Philadelphia: I really don?t know. All sports, to be sure. But it may very well be a baseball town more. There are no shortage of Philly people here, so you tell me. Gun to my head I say the Phillies and Eagels are close, but I don?t know if that?s been the case for all that long a time.
  • Washington: It begins and ends with the Redskins and anyone who tells you differently is an insane person.
  • Miami: Well, I don?t think it?s controversial to say it?s not the Marlins. Dolphins all the time, the Heat are a big deal when they?re good.
  • St. Louis: Maybe the most baseball town of them all, even if I think that Best Fans in Baseball Thing is silly.
  • Cincinnati: I think it?s a Reds town. I don?t know too many people here in Ohio who disagree.
  • Milwaukee: It?s over 100 miles to Green Bay, but I bet it?s still more Packers than Brewers. If you disqualify the Packers for distance it?s the Brewers by default. Still a great baseball town, though. It?s not the Brewers fault that people go Packers crazy.
  • Pittsburgh: A good baseball town to be sure, but it?s the Steelers by far. They?ve become a regional thing, even. It stretches well into Ohio and many points north, south and east as well.
  • San Francisco: I think the Giants have to be it, at least since they moved to AT&T Park. And now the 49ers are moving out of the city, so it?ll probably become more pronounced.
  • San Diego: My brother isn?t the most reliable narrator in the world but he?s lived in San Diego for almost 20 years and says the Chargers are it. Having gone to a lot of Padres games I have to agree with him.
  • Denver: Broncos, Broncos, Broncos.
  • Phoenix: I really have no idea. Like, no sense at all. The Suns have tenure, obviously, but I?m not sure what that means. Spring training makes the whole city basebally for a while. I know people get behind the Dbacks when they win. ?Man, I?m rather stumped on Phoenix.

So that?s my take. Talk amongst yourselves.

LOS ANGELES, Feb 18 (Reuters) - Jerry Buss, who parlayed a $1,000 real estate investment into ownership of the Los Angeles Lakers, winning 10 National Basketball Association championships and making the team one of the most glamorous in American sports, died on Monday at 80, the team said on its official website.

Buss, who matched superstar players with brilliant coaches and savvy executives, had been hospitalized recently for cancer. The official cause of death was kidney failure, said Lakers spokesman John Black.

Buss had been hospitalized much of the past 18 months and had not been to a Lakers game this season.

"We not only have lost our cherished father but a beloved man of our community and a person respected by the world basketball community," a statement released on behalf of the Buss family said.

NBA Commissioner David Stern said the NBA had "lost a visionary owner whose influence on our league is incalculable and will be felt for decades to come."

Buss bought the Lakers in 1979 and under his ownership they became the second most valuable professional basketball team behind the New York Knicks, worth an estimated $1 billion, according to Forbes magazine.

They won league championships during their "Showtime" era in 1980s and early '90s with teams that feature some of the game's marquee names, including Kareem Abdul-Jabbar and Magic Johnson. The team had more dominant years in the late 1990s through 2004 with superstars Kobe Bryant and Shaquille O'Neal.

In addition to winning championships with all-star players, the flashy Showtime teams transcended sport. Live music, dancers and a festive atmosphere made the games like a party and celebrities such as Jack Nicholson, Leonardo DiCaprio, Dyan Cannon and Denzel Washington were regulars.

"The brand of basketball that he brought here with Showtime and the impact that he had on the sport as a whole - those vibrations were felt (by) a kid all the way to Italy at 6 years old before basketball was even global," Bryant, who was raised in Italy, told the Los Angeles Times.

Two of Buss' adult children are executive vice presidents of the franchise - Jeanie Buss manages the business and Jim Buss oversees basketball operations. He had four other childen.

HARD WORK AND LUCK

"I've worked hard and been lucky," Buss told the Los Angeles Times. "With the combination of the two, I've accomplished everything I ever set out to do."

Buss brought in two of the NBA's best coaches - Pat Riley and Phil Jackson - and they took the Lakers to NBA titles in 1980, 1982, 1985, 1987, 1988, 2000, 2001, 2002, 2009 and 2010. Buss was inducted into the NBA Hall of Fame in 2010.

Buss also was a high-stakes poker player and finished third in the 1991 World Series of Poker and second in the 2003 World Poker Tour's Freeroll International. He also appeared on NBC's "Poker After Dark."

Gerald Hatten Buss was born in Salt Lake City in 1933 and worked his way through the University of Wyoming, graduating in three years. In 1957, he earned a doctorate in chemistry at age 24 from the University of Southern California, where he briefly taught.

Buss made a fortune after investing $1,000 with a fellow chemist in a small Los Angeles apartment building to provide him added income so he could teach. His holdings grew, leading the way for his founding the successful real estate investment company Mariani-Buss Associates with long-time business associate Frank Mariani.

In 1979, Buss bought the Lakers, the Los Angeles Kings hockey team and the Los Angeles Forum arena in a $67.5 million deal that at the time was the largest transaction in sports history. Buss later sold the Kings.

He bought Pickfair Mansion in Beverly Hills in 1979, paying $5.4 million for the former home of movie legends Douglas Fairbanks and Mary Pickford. He sold the home in 1988 for $6.7 million.

James Worthy, a key player during the Showtime era, offered condolences to the Buss family on Twitter.

"Dr. Buss was not only the greatest sports owner, but a true friend and just a really cool guy. Loved him dearly," Worthy said.

Izzo's fourth-ranked Spartans will host the No. 1 Indiana Hoosiers ? led by his former assistant and good friend, Tom Crean. Tuesday night's game marks the first time two top-five teams have met at the Breslin Center.

It's the third matchup of top-four teams in college basketball this season, and the second for Indiana, which beat then top-ranked Michigan. It's just the fourth with a pair of Big Ten teams since 1997, according to STATS LLC.

First place in the Big Ten ? and perhaps top seeding in next month's NCAA tournament ? will be at stake with four games remaining in the regular season after this matchup.

And to add to the hype, former Michigan State great Magic Johnson is scheduled to work the game as an ESPN analyst.

"What I'm going to preach to my guys is, these are opportunities that 99 percent of America never get to be a part of," Izzo said.

While Izzo is embracing the significance of the showdown, Crean insisted he won't even mention what is on the line when he talks to his players.

"It's another very big game and right now at Indiana, and I'm sure it's this way at Michigan State, every game is a big game," Crean said. "Not just because it's a great league, but because of where you sit in the league and where you sit nationally.

"Our guys have played in quite a few of these types of games and we've been in some tough environments. There's no question that the environments will be incredibly exciting."

Crean would know, because he was on Izzo's bench in East Lansing from the 1995-96 season ? Izzo's first as a head coach ? through 1998-99, when the Spartans went to their first of three straight Final Fours.

Izzo said coaching against his former colleague is a little like Crean's brothers-in-law ? John and Jim Harbaugh ? competing on opposite sidelines earlier this month in the Super Bowl.

"I don't like doing it," Izzo said. "They didn't like doing it. But I thought John Harbaugh had a great line, 'The only thing that could be worse than this is if one of us didn't make it.'"

The Hoosiers were expected to be great ? ranked No. 1 in the preseason ? and they have been with center Cody Zeller, guard Victor Oladipo and forward Christian Watford leading the way. They've won three straight since losing by two points at Illinois and eight of their last nine games, including a closely contested victory over Michigan State last month.

"Indiana is playing at a level like no other," Izzo said. "They've sustained it the whole year, which, to me, is one of the most impressive things you can do."

The Spartans, without All-America forward Draymond Green, were expected to be in somewhat of a rebuilding mode. Ranked No. 14 in the preseason, they got their first quality victory by beating Kansas and have steadily climbed in the poll by winning five straight and 11 of their last 12 games thanks to a balanced offense and stifling defense.

"Their team is good, and they've been good for a long time," Crean said. "To look at what they're doing now and say, 'Wow, they're doing such a good job,' would discredit what they did in November, December and January."

On Jan. 27 at Assembly Hall, Oladipo had 21 points, seven rebounds, six steals and three blocks to help the Hoosiers hold off Michigan State in a 75-70 win.

Crean said he expects Oladipo to play Tuesday, three days after he limped off the court with a sprained left ankle in the first half of a win against Purdue and sat out the second half.

Michigan State freshman guard Gary Harris, an Indiana native, said the Spartans will try to stop Oladipo from doing what he does best.

"He guards on the defensive end and gets them going offensively in transition," Harris said. "We just have to be smart, especially on the offensive end because he plays the passing lanes."

The Spartans don't anticipate Travis Trice playing for the first time since he suffered a head injury last month, taking away a backup point guard who played a career-high 30 minutes and matched a career high with five assists when Keith Appling was limited by fouls at Indiana.

That will make it even more important for Appling to stay on the floor. Like Izzo, the junior point guard isn't hiding how fired up he is about the game.

"That's why we came here, to compete for Big Ten championships and potential No. 1 seeds in the tournament," he said. "I definitely embrace it and I think that's one of the things that will help us play harder."

British Royal Mint makes first sovereign gold coins in India in century

Britain's Royal Mint has started to manufacture gold sovereign coins in India for the first time in almost 100 years, it said on Monday.

Indian residents have been unable to buy commemorative sovereigns since 1918, when the Royal Mint operated a branch in the country, producing 1.3 million coins in a single year.

The first production run will be for 50,000 pieces and will be available in the market immediately, the Royal Mint said in a statement that coincided with British Prime Minister David Cameron's visit to India.

The commemorative sovereigns will be produced by Indian gold producer MMTC-PAMP using tools and techniques developed by the Royal Mint in its South Wales facility.

India is the largest consumer of gold, with gold coins playing a key role in wedding ceremonies and festival celebrations throughout the year.

The country's gold medal market is estimated at around 80 tonnes a year by consultancy Thomson Reuters GFMS.

Ecuador's Correa breezes to 2nd re-election

QUITO, Ecuador (AP) ? President Rafael Correa, a dynamic leftist who has championed Ecuador's lower classes with generous social spending but faced wide rebuke as intolerant of dissent, coasted to a second re-election on Sunday.

Correa won 56.7 percent of the vote against 24 percent for his closest challenger, former Banco de Guayaquil chief Guillermo Lasso, with 36 percent of the vote counted.

So confident was Correa of victory that he appeared on state TV less than an hour after polls closed, hugging jubilant supporters at the Carondelet presidential palace.

He then addressed a cheering crowd from its balcony.

"This victory is yours. It belongs to our families, our wives, our friends and neighbors, the entire nation," Correa said. "We are only here to serve you. Nothing for us. Everything for you, a people who have become dignified in being free."

Lasso conceded as first official results were released, congratulating Correa for "a victory deserving respect." Former President Lucio Gutierrez won 5.9 percent. The rest of the vote was divided among five other candidates.

Correa told reporters his goal is to now further reduce poverty, which the United Nations says dropped from 37.1 percent to 32.4 percent since he first took office in 2007, as he deepens what he terms his "citizens' revolution."

Correa, 48, has brought uncharacteristic political stability and modest economic growth to this oil-exporting nation of 14.6 million people that cycled through seven presidents in the decade before him.

He has raised living standards for the poor and widened the welfare state with region-leading social spending, though human rights groups say he bullies anyone who gets in his way and civil liberties have suffered.

Correa's result Sunday topped his April 2009 re-election, when he won 51.7 percent of the vote. That election was mandated by a constitutional rewrite approved in a referendum. Correa is legally barred from another 4-year term ? unless he seeks to amend the constitution.

A champion of big government in the mold of Venezuela's Hugo Chavez but more respectful of private property, Correa has made public education and health care more accessible, built or improved 7,820 kilometers (4,870 miles) of highways and, the government says, created 95,400 jobs in the past four years.

Lasso had promised a government friendlier to foreign investment, lower taxes on job-creating companies and a rolling back of elements of what Correa calls his "21st century socialism," such as a 5 percent tax on capital removed from Ecuador.

Among voters casting their ballot for Correa in Quito was Jomaira Espinosa, 18.

"Before (Correa), my family didn't have enough to eat" and her father couldn't find work, she said. Now her father has a job as a public servant and she expects to be able to study for free at a university thanks to Correa's programs.

But Correa has also arbitrarily wielded a near-monopoly on state power, critics say, using criminal libel law against opposition news media and seizing the country's airwaves several times a week to spread his political gospel and attack opponents.

German Calapucha, a 29-year-old accountant, said he voted against Correa because he's tired of the president's imperiousness.

"He thinks that because he wins elections he has the right to mistreat people," Calapucha said. "I want a country where people respect each other."

Correa has eroded the influence of opposition parties, the Roman Catholic Church and the news media and used criminal libel law to try to silence opposition journalists. Critics lament his staking of courts with friendly judges and the government's prosecution of indigenous leaders for organizing protests against Correa's opening up of Ecuador to large-scale mining without their consent.

"He is far too insolent and I want there to be freedom of expression," said Laura Realpe, a 59-year-old housewife.

One blessing for Correa has been oil prices that have been hovering around $100 a barrel.

Petroleum accounts for more than half of Ecuador's export earnings and have allowed it to lead the region in 2011 in public spending as a portion of gross domestic product at 11.1 percent, according to the United Nations. Bolivia was second with 10.8 percent.

Voters such as Fabian Garzon, a 48-year-old messenger and cleaner, credit Correa with improving their lives.

Garzon has what he's always dreamed of: his own apartment, which he is buying with a $24,000 government-issued mortgage. His monthly salary, meanwhile, has more than doubled over the past four years, from $200 to $450, and payments for his social security, vacation and other government-mandated contributions are being made regularly.

"I worked 25 years without having my own house and at this age, thank God, I'm able to own my own home," Garzon said.

In all, 1.9 million people receive $50 a month in aid from the state. Critics complain that the popular handouts to single mothers, needy families and the elderly poor, along with other subsidies, have bloated the government.

The number of people working for the government has burgeoned from 16,000 to 90,000 during Correa's current term, Ecuador's nongovernmental Observatory of Fiscal Policy said in a December report.

Correa also has been unable to stop a growing sensation of vulnerability in a country where robberies and burglaries grew 30 percent in 2012 compared with the previous year.

The graduate of the University of Illinois-Urbana-Champaign gained an early reputation as a maverick, defying international financiers by defaulting on $3.9 billion in foreign debt obligations and rewriting contracts with oil multinationals to secure a higher share of oil revenues for Ecuador.

He has also kept the United States at arm's length while upsetting Britain and Sweden in August by granting asylum at the Ecuadorean Embassy in London to WikiLeaks founder Julian Assange, the online spiller of leaked U.S. government secrets who is wanted for questioning in Sweden for alleged sexual assault.

Correa has cozied up to U.S. rivals Iran and China. The latter is the biggest buyer of Ecuador's oil and holds $3.4 billion in Ecuadorean debt, Finance Minister Patricio Rivera says.
