Europe shipped one of its big contributions to the James Webb Space Telescope (JWST) on Tuesday.

The Mid Infra-Red Instrument (Miri) was flown out of London Heathrow on a British Airways jet, bound for Nasa's Goddard Space Flight Center.

JWST will be the successor to Hubble, and aims to track down the very first stars to shine in the Universe.

Miri has been built by a pan-European consortium led from the UK and Nasa's Jet Propulsion Laboratory (JPL).

It will play a central role in the quest to identify that "first light".

The 120m-euro (?95m; $150m) instrument, tucked inside its protective box, was loaded on to BA flight 217 for Washington Dulles International Airport.

The ride across the Atlantic was due to last about 7.5 hours.

On landing, Miri will be driven the relatively short distance around the US capital's "Beltway" to Goddard where it will be unpacked on Wednesday.

Nasa engineers will then integrate Miri into the telescope structure prior to further testing.

Webb's launch is planned for 2018.

"Miri's box is a standard environment-controlled air-freight container, but we built a special structure inside to hold this incredibly valuable instrument," explained Piyal Samara-Ratna, the mechanical engineer from Leicester University overseeing the transfer.

"It has vibration isolating mounts to prevent any shock loads going through Miri. We also have sensors in there as well, so we would know if it got bumped.

"It's impossible to insure something like Miri, which represents the time and effort of so many people in Europe and the United States."

JWST is a Nasa project, with key inputs from the European and Canadian space agencies.

As well as two of its four instruments, Europe is providing the Ariane 5 rocket to put the observatory in space.

The telescope is a huge technological challenge.

It will carry a 6.5m primary mirror (more than double the width of Hubble's main mirror), and this must be folded to fit inside the Ariane launcher. So too must the giant sunshield that will protect Webb's sensitive vision.

The telescope is being tuned to see the cosmos in the infrared. This is the part of the electromagnetic spectrum in which the first luminous objects - the first stars and galaxies - should be detectable.

Miri was sent to Heathrow from the Rutherford Appleton Laboratory in Oxfordshire where its final assembly took place.

It was accompanied by 15 other boxes of support equipment.

The main container carried the flags of all the European nations that have worked on the instrument and the signatures of its principal scientist, Prof Gillian Wright, and its project manager, John Thatcher from the Astrium space company. A message read simply, "First and best".

It is expected the other Webb instruments will also finish their builds very shortly.

Garbage disposal records from 1979 may help investigators find the remains of Etan Patz. WNBC's Gus Rosendale reports.

Investigators are trying to determine whether they can track the remains of 6-year-old Etan Patz now that a suspect has made claims about where he tossed the boy's body in Manhattan in 1979.

Police contacted sanitation officials last week, when Pedro Hernandez was arrested, asking if the department has records dating back that far showing which trucks might have collected trash from buildings in the area, the Department of Sanitation told NBC 4 New York on Monday.?Police Commissioner Ray Kelly said Hernandez has told police that he put the boy's body in a trash bag and left it in an alley a few blocks from the SoHo bodega where he claimed to have strangled the boy.

It was the first day?Patz had ever been allowed to walk alone to the school bus stop. He never made it, and his disappearance mystified the city for decades.

Sanitation spokesman?Vito Turso told NBC?4 New York that the city does have handwritten log books about which trucks picked up trash in certain locations, and records of where those loads were dumped.

Turso said if city trucks collected the bag with Patz's body, it could have been taken by barge to the former Fresh Kills landfill on Staten Island. It also could have been transported to an incinerator that used to burn trash near Gansevoort Street on the west side of Manhattan.

Turso said there was also the possibility that the bag would have been collected as commercial refuse by a private hauler. In that case, NYPD would have to identify the store and trace the hauler. That trash, Turso said, could have gone to Fresh Kills, the former Fountain?Avenue landfill in Brooklyn, or some other private landfill.

"We await further word from?NYPD,"?Turso said.

The Department of Sanitation also has records that show where in its landfills trash was dumped, by date and location. That could help narrow a potential dig for remains, if police decided to pursue one.

Hernandez, 51, was a stock clerk at the bodega at the time the boy disappeared. Police said he told them he lured Patz to the store with the promise of a soda, and then killed him in the basement.

He was charged Friday with second-degree murder and has not entered a plea.

His lawyer, Harvey Fishbein, told the court that Hernandez is a schizophrenic and has had both auditory and visual hallucinations. He has requested a hearing to determine his client's mental fitness.

California's lethal injection chamber at San Quentin State Prison.

The California Department of Corrections and Rehabilitation is arguing that it doesn't have to give up its stock of the lethal injection drug sodium thiopental to the federal government. In a letter dated May 1, 2012, CDCR General Counsel Benjamin Rice told Domenic Veneziano, director of the FDA's Division of Import Operations and Policy, that "CDCR must decline to return the thiopental in its possession at this time."

The letter was in response to the FDA's order in April that states that imported the execution drug from abroad stop using them and return them to the FDA.?

The drug, sodium thiopental, is an anesthetic used by many states as an execution drug. In California, the drug is the first of three used ? the condemned inmate is first put to sleep using thiopental, then given a paralyzing drug, followed by a third drug that stops his or her heart.

In 2010, the US experienced a massive shortfall in sodium thiopental supplies because the sole US manufacturer lacked a necessary ingredient. That firm, Hospira, was also the only source of the drug approved by the FDA. The company has since completely abandoned making the drug, as it had always objected to its use in executions.

Amidst this scarcity, California and several other states purchased sodium thiopental from?a company in the United Kingdom. Some have used the drug in executions. At the time, the FDA, did not interfere with the states importing the drug.

In April of this year, following a lawsuit by death row inmates, the FDA issued a letter ordering the states that bought foreign drugs to return their supplies to the agency. The inmates had argued the drugs had not been reviewed for their effectiveness. If the drug didn't work properly, they argued, they could experience severe pain during an execution, a violation of the Eight Amendment's ban on cruel and unusual punishment.?

The CDCR, in its May 1 letter, the CDCR urged the FDA to appeal the ruling in the death row inmates' suit, Cook v. FDA. The FDA apparently agrees. On Friday, the agency?filed papers in federal court?to appeal the ruling's ban on importing foreign sodium thiopental.?

One of the easiest jobs in all of Virginia has to be the campaign scheduler for Democratic U.S. Senate candidate Tim Kaine.

You see, not a lot of thought needs to go into it. Especially since Kaine managed to get all of his Democratic opposition to quit the nomination race early, allowing him to focus on the Republicans running.

All the scheduler seems to have to do is see where a newsworthy Republican event is, like debates, and schedule a unique Kaine event there.

Make no mistake, this is intentional.

Yesterday I was asked a question by a client that prompted this blog post: ?what do you mean by Strategic Planning??

It is still a good and very valid question, as in my experience people come at this practice from lots of different angles, processes and models which makes for a mix of ideas and egos wanting their own stamp on it as the next Drucker or Kotler.

My ideas are also changing, partly down to the open-ness and accessibility of courses across the pond (through iTunes University, I am currently a virtual student at Cranfield, Harvard and Duke ? to name just a few of the Strategy, Social Business and Management tutorials I plug into regularly!), but also down to the disruption real-time data is having on brand strategy.

As University business courses have taught us, Strategic Planning has been embedded in the design process for Advertising and Branding Agencies. Now however the younger Media Agencies, ?Social Media Agencies and Digital Agencies are also now accepting that they need Planning roles to ensure their work is rooted in insight.

This is great, but often they try to short-cut and tag on ?Strategy? as part of an Account Manager?s role to save cash. I?m not convinced this works ? strategy works best when it is outside of all the day-to-day which is fundamentally the Account Manager?s existence. (Stepping away from it all and thinking long-term, is a hard task when you have deadlines piling up and your mind is in a million places ? and I speak from experience). I therefore strongly assert that Strategy should be separated as?it requires a different type of person, skill-set and problem solving technique.

However despite my love for Planning, I can also see its downfall.

An Account Manager has the ability to react to a client situation and change strategic course to protect or optimise activity at any given moment ? and a Brand Manager also needs to be able to do the same. However being restricted by the confines of Strategy can prevent creativity and scope of what they can/ cannot do, often at the most critical, high-profile moment that the brand faces.

This is particularly true for Social Media crisis moments, where quick thinking is paramount and however useful the Strategic Planning was that got the ?attention of a global public in the first place, it is now redundant. Influencers have taken hold of an issue and are rapidly un-doing costly brand work, which traditional research methods would take far too long to investigate.

With video-capable phones and cameras, consumer camcorders?are in a tough spot when it comes to balancing price and usefulness. The Canon Vixia HF M50?($649.99, 3 stars) captures great video, but at that price, you might as well get a high-end digital camera that also takes great still images. The Canon Vixia HF R300 ($349.99 direct) falls in the lower range of the company's consumer camcorder line, but offers a far more compelling combination of performance and value. It lacks some of the low-light prowess found in the M50, but takes the advantage with a wider angle lens and 32x optical zoom. The smaller sensor still produces some great looking high-definition video, making the R300 a solid choice for the weekend videographer looking for a no-frills, easy-to-use standalone camcorder.

Design and Features
The R300 looks a lot like the higher-end M50, measuring 2.2 by 2.1 by 4.5 inches (HWD) and weighing in at 8.8 ounces. It feels a bit flimsier than the M50 (2.5 by 2.7 by 4.8 inches / 10.9 ounces), but is still comfortable to hold and shoot for long periods. The control layout is nearly identical on the R300 and M50, with a Record button on the right side, where your thumb naturally sits, and a zoom rocker on top, within reach of your index finger. In the LCD recess are Video Snap, Home, and Playback buttons, as well as a 3.5mm headphone and microphone jack, mini HDMI out, and mini USB out. There is no built-in memory, only a single slot for an SD, SDHC, or SDXC card. The lens cover is engaged and disengaged by a small switch to its right, which is less convenient than the automatic cover on the M50.?

All controls are accessed with the 3-inch touch-screen LCD. It definitely gives the R300 a clean and minimalist look, but I found navigating the touch menus to be a bit cumbersome. Focus, white balance, and exposure are all buried in touch menus, and getting precise control is too difficult. With this type of camcorder, however, I expect most users will stick to the fully automatic mode, which I found to be fast and accurate in most situations. The 230k-dot LCD is the same as the one found on the M50, and is still a bit too grainy and dim for bright outdoor light.

The R300 uses a smaller 1/4.85-inch HD CMOS sensor, but also packs a far more versatile lens. The 32x zoom lens features a 38.5-1232mm focal length (35mm equivalent) with an f/1.8-4.5 aperture, which is wider and longer than the M50's 10x zoom (43.4-436mm) with its f/1.8-3.0 aperture. Canon advertises a 51x zoom factor, using what it calls the Advanced Zoom feature, but really this is just a combination of optical and digital zoom.?

Performance and Conclusions
Though it lacks the "Pro" designation found on the M50, the R300 is a capable shooter, capturing crisp and clear high-definition video. You can choose from three shooting modes?Auto, Manual, and Cinema?with the latter simulating the look and frame rate of most film projects. Video format and quality can also be adjusted, with the highest setting, MXP, recording 1080i60 video in AVCHD format. Much like the M50, the R300 is limited to interlaced video as opposed to progressive, capturing 60 interlaced fields per second and encoding the video at 30 frames per second.

The resulting video is very similar to the M50, which is to say good, with sharp detail and fine textures. White balance is a bit less accurate with the R300, with colors skewing towards cooler hues. The smaller sensor means smaller pixels, which results in reduced low-light performance. The difference is most evident in the amount of image noise apparent in low-lighting situations. The M50 excelled, while the R300 showed noticeable grain in low-light. It didn't ruin the video by any means, but it is evident when playing back on large screen HDTVs.

Image stabilization is solid, helping steady shots at both the wide end and telephoto max. The 32x zoom is impressive, and could really come in handy if filming, say, a school play from the back row of a large auditorium. Obviously even powered image stabilization can only do so much, and when fully zoomed, video had the same dreamy wobble found on the M50, though it was a bit more noticeable on the R300. Autofocus was quick and accurate, and I actually encountered fewer instances where the focus would shift to the background inadvertently than on the M50. Audio quality was on par with the M50, with similar issues with picking up wind and other ambient room noises. And as with the M50, the R300 has a 3.5mm mic input for better audio capture with an external microphone.?

When compared with video captured by a point-and-shoot camera, like our Editors' Choice Canon PowerShot S100?($429.99, 4.5 stars), the R300's video lacked some of the saturation and vibrancy, but was able to achieve similar levels of detail and sharpness. The R300 does have an advantage in moving shots, like a slow pan, where the S100 turned in slightly choppy video. Still images, which are captured at 2-megapixel resolution, however, don't loook great on the R300, with too much image noise and loss of finer details.

The Canon Vixia HF R300 strikes a solid balance between performance, features, and price. At $349.99 it's less expensive than most digital cameras that shoot comparable video. It lacks the built-in memory, Wi-Fi, and low light performance of the M50, but also costs considerably less. A solid camera like the PowerShot S100 is more versatile, taking far better stills and capturing relatively sharp 1080p video. However, if you're sold on the traditional camcorder form-factor, the R300 is a solid, easy to use, and relatively affordable option for more casual shooters.

On our business applications suite (using QualityLogic's hardware and software for timing), it scored reasonably well for speed, at an effective 3.4 pages per minute (ppm). That makes the 4620 significantly slower than the MFC-J430w at 4.3 ppm, but keep in mind that the Brother printer's fast speed is one of the reasons it's an Editors' Choice.

As another point of reference, the 4620 is notably faster than the somewhat more expensive Dell V525w All-in-One Wireless Inkjet Printer ($129.99 direct, 3 stars), with its more typical speed for this price range, at 2.9 ppm. Note too that much like the 4620's speed for business applications, its photo speed was also reasonably fast, but short of impressive, averaging 1 minute 3 seconds for a 4 by 6.

The printer's output quality is generally par for an inkjet. Text quality is arguably a touch below par, but best described as being at the bottom of the tight range where the vast majority of inkjet printers fall. Unless you have an unusual need for small fonts, you should find it suitable for most business needs. Graphics output quality is dead on par, which makes it easily good enough for business needs.

Photos were also par overall, but the rating breaks down as better than par for color and a little worse than par for black and white. More precisely, black and white photos in my tests showed a slight tint and a lack of deep dark blacks. Color photos, however, were at least as good as the high end of the range I would expect from drug store prints. If color is all you print, the issues for black and white are irrelevant.

If you're looking for an inexpensive, office-centric personal printer, the HP Officejet 4620 e-All-in-One will certainly do the job. I'd like it better if it also had an Ethernet connector, so you wouldn't be forced to have Wi-Fi on your network to use the features that make it an e-All-in-One. But if you already have a Wi-Fi network or don't mind setting one up, that's not an issue. If you don't need those features, you should also consider the Brother MFC-J430w with its faster speed. But whether you want those features or not, the HP Officejet 4620 e-All-in-One is a capable choice and well worth considering.

KITTERY, Maine (AP) ? Officials vented smoke and noxious fumes from a nuclear-powered submarine at a Maine shipyard Thursday so they could get inside to assess damage from a fire that took hours to put out.

Firefighters from the shipyard and coastal departments in Maine and New Hampshire spent Wednesday night and early Thursday fighting the fire on the USS Miami. Seven firefighters and crew members were hurt, but not badly. The cause of the fire is not yet known.

Rear Adm. Richard Breckenridge, commander of Submarine Group Two, said firefighters isolated the flames so they would not spread to nuclear propulsion spaces. There was nuclear fuel on board the sub, but the reactor has been shut down for two months and was unaffected.

The firefighters battled intense heat, smoke and noxious fumes in cramped spaces, Breckenridge said.

"There are a lot of heroes that worked together to save the ship," he said.

Crews responded at about 5:40 p.m. Wednesday to the USS Miami, which was in dry dock at the Portsmouth Naval Shipyard on an island in Kittery, near Portsmouth, N.H. It was not clear how many people were aboard at the time. The submarine is in the third month of a 20-month maintenance period.

Breckenridge said the fire started in the four forward compartments, which include living and command and control spaces.

No weapons were on board.

The USS Miami has a crew of 13 and 120 enlisted personnel. It arrived at the shipyard on March 1 to undergo maintenance work. It was commissioned in 1990 and its home port is Groton, Conn.
