Region hit by Sandy struggles to resume daily life

NEW YORK (AP) ? Two major airports reopened and the floor of the New York Stock Exchange came back to life Wednesday, but across the river in New Jersey, the National Guard searched for flood victims and fires still raged two days after Superstorm Sandy.

For the first time since the storm battered the Northeast, killing 55 people and doing billions of dollars in damage, brilliant sunshine washed over the nation's largest city ? a striking sight after days of gray skies, rain and wind.

It was clear that restoring the region to its ordinarily frenetic pace could take days ? and that rebuilding the hardest-hit communities and the transportation networks that link them together could take considerably longer.

"We will get through the days ahead by doing what we always do in tough times ? by standing together, shoulder to shoulder, ready to help a neighbor, comfort a stranger and get the city we love back on its feet," New York Mayor Michael Bloomberg said.

The scale of the challenge could be seen across the Hudson River in New Jersey, where National Guard troops arrived in the heavily flooded city of Hoboken to help evacuate thousands still stuck in their homes. And new problems arose when firefighters were unable to reach blazes rekindled by natural gas leaks in the heavily hit shore town of Mantoloking.

As New York began its second day after the megastorm, morning rush-hour traffic was heavy as people started returning to work. There was even a sign of normalcy: commuters waiting at bus stops.

On the Brooklyn Bridge, closed earlier because of high winds, joggers and bikers made their way across the span before sunrise. One cyclist carried a flashlight. Car traffic on the bridge was busy, and slowed as it neared Manhattan.

By late Tuesday, the winds and flooding inflicted by the fast-weakening Sandy had subsided, leaving at least 55 people dead along the Atlantic Coast and splintering beachfront homes and boardwalks from the mid-Atlantic states to southern New England.

The storm later moved across Pennsylvania on a predicted path toward New York State and Canada.

At the height of the disaster, more than 8.2 million lost electricity ? some as far away as Michigan. Nearly a quarter of those without power were in New York, where lower Manhattan's usually bright lights remained dark for a second night.

But, amid the despair, talk of recovery was already beginning.

"It's heartbreaking after being here 37 years," Barry Prezioso of Point Pleasant, N.J., said as he returned to his house in the beachfront community to survey the damage. "You see your home demolished like this, it's tough. But nobody got hurt and the upstairs is still livable, so we can still live upstairs and clean this out. I'm sure there's people that had worse. I feel kind of lucky."

Much of the initial recovery efforts focused on New York City, the region's economic heart. Bloomberg said it could take four or five days before the subway, which suffered the worst damage in its 108-year history, is running again. All 10 of the tunnels that carry commuters under the East River were flooded. But high water prevented inspectors from immediately assessing damage to key equipment, raising the possibility that the nation's largest city could endure an extended shutdown of the system that 5 million people count on to get to work and school each day. The chairman of the state agency that runs the subway, Joseph Lhota, said service might have to resume piecemeal, and experts said the cost of the repairs could be staggering.

Power company Consolidated Edison said it would be four days before the last of the 337,000 customers in Manhattan and Brooklyn who lost power have electricity again and it could take a week to restore outages in the Bronx, Queens, Staten Island and Westchester County. Floodwater led to explosions that disabled a power substation Monday night, contributing to the outages.

Surveying the widespread damage, it was clear much of the recovery and rebuilding will take far longer.

When New Jersey Gov. Chris Christie stopped in Belmar, N.J., during a tour of the devastation, one woman wept openly and 42-year-old Walter Patrickis told him, "Governor, I lost everything."

Christie, who called the shore damage "unthinkable," said a full recovery would take months, at least, and it would likely be a week or more before power is restored to everyone who lost it.

"Now we've got a big task ahead of us that we have to do together. This is the kind of thing New Jerseyans are built for," he said. President Barack Obama is scheduled to visit the state Wednesday to inspect the storm damage.

By sundown Tuesday, however, announcements from officials and scenes on the streets signaled that New York and nearby towns were edging toward a semblance of routine.

First came the reopening of highways in Connecticut and bridges across the Hudson and East rivers, although the Brooklyn-Battery Tunnel, connecting Brooklyn to Manhattan, and the Holland Tunnel, between New York and New Jersey, remained closed.

A limited number of the white and blue buses that crisscross New York's grid returned Tuesday evening to Broadway and other thoroughfares on a reduced schedule ? but free of charge. Gov. Andrew Cuomo said he hoped there would be full service by Wednesday. Still, school was canceled for a third straight day Wednesday in the city, where many students rely on buses and subways to reach classrooms.

In one bit of good news, John F. Kennedy and Newark Liberty International airports reopened with limited service just after 7 a.m. Wednesday. New York's LaGuardia Airport remains closed.

The New York Stock Exchange was again silent Tuesday ? the first weather-related, two-day closure since the 19th century ? but trading was scheduled to resume Wednesday morning with Bloomberg ringing the opening bell.

Amtrak also laid out plans to resume some runs in the Northeast on Wednesday, with modified service between Newark, N.J., and points south. That includes restoring Virginia service to Lynchburg, Richmond and Newport News, Keystone trains in Pennsylvania, and Downeaster service between Boston and Portland, Maine.

But flooding continues to prevent service to and from New York's Penn Station. Amtrak said the amount of water in train tunnels under the Hudson and East rivers is unprecedented. There will be no Northeast Regional service between New York and Boston and no Acela Express service for the entire length of the Northeast Corridor. No date has been set for when it might resume.

But even with the return of some transportation and plans to reopen schools and businesses, the damage and pain inflicted by Sandy continued to unfold, confirming the challenge posed by rebuilding.

In New Jersey, amusement rides that once crowned a pier in Seaside Heights were dumped into the ocean, some homes were smashed, and others were partially buried in sand.

National Guard troops arrived in Hoboken on Tuesday night to find live wires dangling in the floodwaters that Mayor Dawn Zimmer said were rapidly mixing with sewage.

About 2.1 million homes and businesses remained without power across the state late Tuesday. When Tropical Storm Irene struck last year, it took more than a week to restore power everywhere. The state's largest utility, PSE&G, said it was trying to dry out substations it had to shut down.

Outages in the state's two largest cities, Newark and Jersey City, left traffic signals dark, resulting in numerous fender-benders at intersections where police were not directing traffic. And in one Jersey City supermarket, there were long lines to get bread and a spot at an outlet to charge cellphones.

Trees and power lines were down in every corner of the state. Schools and state government offices were closed for a second day, and many called off classes for Wednesday, too. The governor said the PATH trains connecting northern New Jersey with Manhattan would be out of service for at least seven to 10 days because of flooding. All the New Jersey Transit rail lines were damaged, he said, and it was not clear when the rail lines would be able to open.

In Connecticut, some residents of Fairfield returned home in kayaks and canoes to inspect widespread damage left by retreating floodwaters that kept other homeowners at bay.

"The uncertainty is the worst," said Jessica Levitt, who was told it could be a week before she can enter her house. "Even if we had damage, you just want to be able to do something. We can't even get started."

The storm caused irreparable damage to homes in East Haven, Milford and other shore towns. Still, many were grateful the storm did not deliver a bigger blow, considering the havoc wrought in New York City and New Jersey.

"I feel like we are blessed," said Bertha Weismann, whose garage was flooded in Bridgeport. "It could have been worse."

And in New York, residents of the flooded beachfront neighborhood of Breezy Point in returned home to find fire had taken everything the water had not. A huge blaze destroyed perhaps 100 homes in the close-knit community where many had stayed behind despite being told to evacuate.

John Frawley, 57, acknowledged the mistake. Frawley, who lived about five houses from the fire's edge, said he spent the night terrified "not knowing if the fire was going to jump the boulevard and come up to my house."

"I stayed up all night," he said. "The screams. The fire. It was horrifying."

There were still only hints of the economic impact of the storm.

Forecasting firm IHS Global Insight predicted it will end up causing about $20 billion in damage and $10 billion to $30 billion in lost business. Another firm, AIR Worldwide, estimated losses up to $15 billion ? big numbers probably offset by reconstruction and repairs that will contribute to longer-term growth.

"The biggest problem is not the first few days but the coming months," said Alan Rubin, an expert in natural disaster recovery.

Some of those who lost homes and businesses to Sandy were promising to return and rebuild, but many sounded chastened by their encounter with nature's fury. They included Tom Shalvey of Warwick, R.I., whose 500-square-foot cottage on the beach in South Kingstown was washed away by raging surf, leaving a utility pipe as the only marker of where it once sat.

"We love the beach. We had many great times here," Shalvey said. "We will be back. But it will not be on the front row."

They include the implementation of the plan to make the Philippines more competitive in KPO or knowledge process outsourcing through a partnership with the Commission on Higher Education, the different stakeholders in the Philippine BPO industry, and the Department of Science and Technology.

The government has also implemented the Training for Work Scholarship Program (TWSP) which helps in skills training across various sectors. Pres. Aquino said that as of August of this year, P769 million has been allotted to scholarship programs for the local business process outsourcing sector.

There are also programs that have been implemented and steps taken to help improve the quality of education. Among them are the implementation of the ?K+12 program? as well as the additional government spending for State Universities and Colleges.

Aside from all that, Pres. Aquino pointed out that there are learning institutions like the University of Makati and the Asia Pacific College that are running a Service Management Program which helps prepare individuals who are interested in pursuing a career in the business process outsourcing sector.

According to Pres. Aquino, the future of the Philippines? business process outsourcing sector depends on the cooperation among the private companies, the government, and the Filipino people. The partnerships that have been forged to make the aforementioned programs possible can certainly help the Philippines outsourcing business remain competitive.

Toward an mHealth Ecosystem?Extending Access, Remote ...

The mHealth?ecosystem is about extending access and remote connectivity within the industry. It?s about engagement among providers, with patients and consumers, with payers and employers, public health and social services?with every healthcare industry stakeholder. In both clinical and business applications, mHealth?is aimed?at the creation of?a connected healthcare ecosystem through the integration of mobile communication, transactions and knowledge.

To perform efficiently, the mHealth?ecosystem must be convenient, connected, coherent and cost-effective. The mHealth?ecosystem is characterized by:

  • innovation in care delivery,
  • robust care teams and heightened clinical collaboration,
  • an epidemiological health perspective (including population health, prevention and wellness),
  • utilitarian technology solutions, and
  • consumerism.

Most importantly, it is about recasting the terms of healthcare delivery by placing the patient in the solid center.

Information is now portable, personalized, and participatory, making a patient-centric mHealth?ecosystem?unbound by age, location or economic strata.

For the mHealth?ecosystem to reach its fullest expression, it must define, attract and retain the customer. Consumers are mimicking the kind of digital convergence?the intersection of personal and professional applications via mobile?that is a growing feature of clinical workflow.

Once someone has a wireless device, that person is more likely to use the Internet to gather information, share information and create new content. These patterns are beginning to emerge in Americans? pursuit of health information on mobile devices.

Wireless connections and devices are associated with deeper engagement in health-related social media. It?s not just young adults either that are driving the consumer movement toward mobile health. The ?wireless pack? of healthcare consumers extends from 19 to 50 years old. These consumers are using their smartphones to manage weight, stop smoking, check vitals, get health tips?in sum, to keep personal health records.

It has?been widely reported that mobile health is a leapfrog technology, providing a platform for the care of populations that possess established mobile networks, but a weak healthcare infrastructure. Conceptually, a simple cell phone removes access and distance as barriers to both routine and chronic care. That opportunity to improve outcomes for the underserved?poor, rural and minority populations?is staring at us right here at home.

?At a baseline level, mHealth will become both an adjunct for, and a substitute to, the office visit by providing

  • culturally appropriate health information,
  • medication reminders,
  • lifestyle advice, and
  • bilateral doctor-patient communication.

In more advanced applications, mHealth solutions will serve as the conduit for patient treatments via remote patient management tools, self-care and telemedicine.

One of the most intriguing opportunities to fast-track an mHealth ecosystem exists in developing countries, where the infrastructure to support a fixed, wired healthcare industry simply doesn?t exist. Of the estimated 4 billion mobile devices in use around the world, 64 percent are in the hands of people living in emerging market economies.

Although the level of mobile technologies has not yet reached the sophistication of?advanced nations, in developing economies, mHealth?offers a far more cost-effective?and achievable alternative to establish an integrated, collaborative healthcare finance and delivery ecosystem.

Though the analogy of mHealth?s?impact in the developed world doesn?t directly translate to the domestic healthcare landscape, we can ?reverse engineer? mobile healthcare successes elsewhere in the world to boost outcomes for our most vulnerable populations, and weave these proven technology solutions into our domestic mHealth ecosystem.

It?s going to take a wholesale restructuring of healthcare delivery to achieve?a mHealth?ecosystem. That includes culture change in the part of payers, providers and patients, a new definition of clinical ?value? based on mass personalization of the care experience, partnerships that deliver collaborative, coordinated?care, and team-based care delivered through new care systems including patient-centered medical home, the accountable care organization, and health information exchange.

  • It?s going to take a realignment of payment incentives tied to the shift from volume to value as the primary metric of reimbursement, with attendant tools to measure and manage.
  • It?s going to take interoperability and connectivity of information systems and information channels. And finally,
  • It all must translate into improved operating efficiencies and bottom-line?revenue to succeed.

World Series averages record low television rating

NEW YORK (AP) ? The San Francisco Giants' sweep of the Detroit Tigers set a record low for the World Series' television ratings.

The four games on Fox averaged a 7.6 rating and 12 share, Nielsen Media Research said Monday. The previous low was an 8.4 for the 2008 Phillies-Rays and 2010 Giants-Rangers series, which each went five games.

Last year's Cardinals-Rangers World Series went the full seven games and built momentum to average a 10.0/16.

The Giants' 2-0 win in Game 3 on Saturday earned a 6.1/11, and their 4-3, 10-inning victory in the clincher Sunday drew an 8.9/14.

Ratings represent the percentage of all homes with TVs tuned into a program. Shares represent the percentage watching among all homes with TVs in use at the time.

NZ's Morrison joins bids for Stansted airport - sources

LONDON (Reuters) - New Zealand investment manager Morrison & Co has entered the race for Britain's Stansted airport, people familiar with the situation said, which has been put on the block by Ferrovial, the operator of Europe's biggest airport Heathrow.

Other bidders include Manchester Airports Group (MAG), which is in a partnership with Australia's Industry Funds Management (IFM), Macquarie's infrastructure fund and private-equity firm TPG, the people said.

Morrison is putting together a consortium including New Zealand funds Infratil, the owner of Glasgow Prestwick airport as well as New Zealand Superannuation Fund, one of the people said.

Ferrovial is expected to close a deal in the first quarter of 2013 as bidders would need time to study Stansted's accounts and fund a deal estimated around 1 billion pounds, the people said.

MAG is seen as the frontrunner given its sector expertise and financial firepower due to its partnership with IFM, which took a 35 percent stake the operator earlier this year.

"The problem (for Ferrovial) will be to have a solid second bidder to compete with MAG," said a financial source familiar with the sector but not involved in the deal.

Stansted, a predominantly leisure and holiday airport 50 km north east of London, flew 17.4 million passengers last year.

It was put up for sale in August after Ferrovial was forced by Britain's competition regulator to sell off assets and loosen its grip on the UK market.

MAG and IFM hired JP Morgan and Gleacher Shacklock to advise on a bid while TPG is working with UBS, the people said. ING and Deutsche Bank are advising BAA.

Heathrow, MAG, Morrison, Macquarie and TPG declined to comment.

RYANAIR RISK

Low-cost Irish carrier Ryanair accounts for about 70 percent of the traffic at Stansted where the airline's combative approach to pricing is expected to drag down the deal's value well below other recently sold airports such as Gatwick and Edinburgh.

Stansted was estimated to be worth about 1.3 billion pounds based on regulatory calculations but Ferrovial would likely have to take at least a 10 percent discount, the people said.

Earlier this month, Ryanair was excluded from taking part in the sale.

"It is all in Ryanair's interest to get the lowest possible price for the deal so that the new owner would have more manoeuvring room to keep fees down", said a person familiar with the situation.

The ongoing regulatory crackdown has been a major headache for Ferrovial.

When it bought BAA, the British airport operator recently renamed Heathrow Ltd, for 10.3 billion pounds in a highly-leveraged deal in 2006, Ferrovial planned to keep all of its airports and make them more efficient by outsourcing services.

Instead, it has been forced to sell assets at a time when valuations are lower than when it bought the business.

The battle for Stansted was expected to draw U.S. banks, pension funds and Asian operators.

Hong Kong billionaire Li Ka-shing's Cheung Kong Holdings vehicle was also thought to have been interested via a bid for a stake in MAG that it lost out to IFM.

Superstorm causes major entertainment disruption

David Letterman didn't get many laughs for his monologue Monday: The "Late Show" host told his jokes to a mostly empty Ed Sullivan Theater.

Jimmy Fallon taped "Late Night" without an audience, too, as Hurricane Sandy disrupted a wide swath of the New York area's bustling entertainment industry.

City officials said that all film permits for Monday and Tuesday were revoked because of the hurricane and associated safety precautions.

"There will be no city authorized outdoor filming within the five boroughs," read a statement Monday from the Mayor's Office of Film, Theatre and Broadcasting.

Production on at least nine shows was affected, including "Gossip Girl," ''Person of Interest" and "Elementary," according to the Los Angeles Times. "The Daily Show" and "The Colbert Report" also took Monday night off, and each of Broadway's 40 theaters will be dark through Tuesday.

The storm forced Focus Features to cancel the New York premiere of "Anna Karenina," which was set for Tuesday. A studio spokeswoman said they will reschedule.

Concerts planned for New York and New Jersey were canceled or postponed, including performances by Journey, comedian Louis C.K., and the "Freedom to Love Now" show featuring Rufus Wainwright and fun., which is now set for spring of 2013.

Radio City Music Hall was shuttered until Wednesday. Carnegie Hall postponed concerts planned for Tuesday. Off-Broadway shows and even national tours of Broadway shows like "Anything Goes," currently in Wilmington, Del., closed their doors.

It was the most detrimental storm for the theater community since the threat of Hurricane Irene in late August 2011 prompted producers to cancel matinee and evening performances on both a Saturday and Sunday.

East Coast charity galas were also canceled, and fashion designer Prabal Gurung postponed the unveiling of his anticipated collection for Target until next week.

Some network schedules were shaken up by the widespread power outages cutting into the available TV audience in the East.

CBS planned to air repeats instead of new episodes Monday of "How I Met Your Mother," ''Partners," ''2 Broke Girls" and "Mike & Molly." A CBS News special on Sandy was to follow at 10 p.m. EDT, pre-empting "Hawaii Five-O."

The CW also was set to air repeats of "90201" and "Gossip Girl."

ABC said it was sticking to its schedule of new episodes of "Dancing With the Stars" and "Castle." Fox was to air a previously scheduled rerun of "The X Factor," which had been planned if the San Francisco-Detroit World Series ended, as it did, in four games.

NBC did not immediately respond concerning the status of its Monday schedule, which included "The Voice" and "Revolution."

"Good Morning America," the "Today" show and "CBS This Morning" were expected to air live as usual Tuesday with extensive storm coverage.

Sandy took a toll on the movie box office even before it made landfall. Ticket sales were down more than 11 percent compared to the same weekend last year, said Paul Dergarabedian, box-office analyst for Hollywood.com. This weekend's top film, "Argo," collected $12.1 million. The top film during the same weekend in 2011, "Puss in Boots," earned $34 million.

Amazon iPad Mini Speakers - Business Insider

Amazon is slamming the iPad mini on its front page, doing a side by side comparison of Apple's tablet to the Kindle Fire HD.

There's one problem with the comparison, though. Amazon says the iPad mini has mono speakers, while the Kindle Fire HD has stereo speakers.

Turns out that's wrong. The Verge's Josh Topolsky said in his review the iPad mini has stereo speakers. And then on Twitter he confirmed it, saying, "People of Earth: Apple confirms iPad mini has STEREO SPEAKERS. As I note in my review."

He also said in his review, "And that's a good-sounding set of stereo speakers, by the way."

For what it's worth, in his review of the Kindle Fire HD he said the speakers aren't anywhere as great as what Amazon would have you believe, but "they do sound quite nice."

Anyway, looks like Amazon has to update this comparison:

REVIEW: The iPad Mini Is A Five Star Device - Business Insider

Remember the iPod mini? When Apple launched that in January 2004, at a time when a huge swathe of the fast-growing digital music player market was still up for grabs, people thought Apple was crazy. Only 4GB of storage ? less than in the original 5GB model launched in 2001? A $249 price tag ? only $50 less than the base level "iPod". Well, said the critics, Apple had finally messed up after a couple of years of getting it right. It was doomed.

Turned out it wasn't; the iPod mini became the best-selling iPod (until the iPod nano in September 2005).

Why point this out? Because much the same critique has been applied to the iPad mini, Apple's 7.85in device. It's just smaller (though nobody seems to be calling it "a big iPod Touch" ? perhaps that wore thin after the first few thousand times following the original iPad's launch). It's too pricey; there are others which are already in the market.

As I've said earlier, there are some key differences between the iPod market of 2004 and today's mini-tablet market. The key one is that in the 2004 market, all the rivals needed to make a profit on their hardware; they couldn't make it up from selling music. This time round, Amazon and Google in particular can sell the hardware at a loss in order to goose their market share, if not immediately their profits. So Apple has a fight on its hands in pricing, not just design.

But let's by dealing with the iPad mini as it is, on its own terms.

Build quality: seamless

Jonathan Ive doesn't like seams. He doesn't like any sort of break in the surface of objects, even manufactured ones. One of the notable things about the first iPod was that there was no obvious way to break it open, and the trend in all of Apple products ? including the computers ? is the same.

You'll do well to get a scalpel blade between the iPad mini's screen and its bezel. There's no flex in the body; it's really solid. I was using a black model; it isn't obviously metal until you touch it. As with its bigger sibling, the headphone jack is on the top ? unlike the iPhone 5, where it has migrated to the bottom.

Dimensions

This is worthy of mention because everyone has been focused on the Amazon Kindle Fire in comparison to the iPad mini (and of course Google Nexus 7). I compared an iPad mini beside a Kindle Fire, and was surprised to find that they're almost exactly the same size in both width and length, though the iPad mini is thinner.

Similarly, compare it with the Nexus 7. Here are the figures for the iPad mini: 199mm x 133mm; the Nexus 7, 198.5mm x 120mm. You get 1.3cm ? that's half an inch - width difference between the Nexus 7 and the iPad mini. This surprised me ? I thought that the iPad mini would be substantially wider. But it's not, and at that width you can slip it into an outside jacket pocket or a roomy coat pocket or, of course, a bag.

How though does the iPad mini manage to be so small if it has a 7.85in screen, while the others have just 7in screens? By having a much thinner border along the long edges. It's 20mm wide at the short edges, but just 5mm on the long ones. This isn't just a shrunk-down iPad, where the borders are 20mm and 17mm (short, long). Apple has made a definite effort to create something that can be slipped into generous pockets.

Weight

What will surprise you is the weight. The specs already show that the iPad mini is lighter than the Kindle Fire, 308g v 395g (and 340g for the Nexus 7); even if you add on a Smart Cover, it's still lighter than the uncovered Kindle Fire. It's thinner too. This is a device that will be ideal for holding in one hand for reading on train rides or other commuting; or you might even forget it's in that coat pocket.

What the iPod mini demonstrated, and what the MacBook Air demonstrated, and pretty much every breakthrough in mobility demonstrates, is that lighter is better ? and if you can do lighter and bigger, you're really onto a winner. (This is part of how the Samsung Galaxy S3 has done so well: big screen, light phone.)

The iPad mini (308g) feels like it isn't really there. Certainly you'll not get tired of holding it, which could happen with the iPad (652g).

Battery life

As with previous iPads, battery life is easily in the nine-hour-plus mark. Charging is via the new Lightning connector, and as with the iPhone, the iPad now recharges very quickly ? half an hour will easily add four or five times as much use. I didn't get a chance to try it out on a 4G/LTE network, so don't know how that affects battery life. (Mobile versions sold in the UK will initially be compatible with EE's 1800MHz network, and Three's next year.)

Screen

It's not a retina screen! It's only 1024x768, so that the resolution is 163ppi. This has been a big complaint (or snark, in some cases) that I've heard from people who haven't laid eyes on this device. If all you read is specifications, then the iPad mini screen is far worse than the Kindle Fire's or Nexus 7's, right?

Well, put them beside each other, and the story changes. Web page rendering on the Kindle Fire is, frankly, awful. It's blocky, and there's a yellowish cast which personally I dislike. The iPad mini is bright, and white, and the text rendering is good ? and there's no obvious pixellation. Kindle books look as good on the iPad mini as on the Kindle Fire. (The latter is optimised for reading those, but not for the web; Amazon would rather you bought books than surfed the web.) Icons on the iPad mini look sharp; on the Kindle Fire, not really.

Scrolling

With long lists, it's smooth and untroubled; this is something Apple has prioritised. Again, the comparison with Android, where scrolling has always been a bugbear, is stark; get a long article with lots of comments on a website, and you'll get a smooth scroll. That's not always the case on Android devices, where some will give jerky performance, no matter how many cores their processor has. Specs, eh? They can lead you astray.

Setup experience

If you have an iOS device already ? iPod Touch, iPhone, iPad ? then you can log into your iCloud account and all the apps and content you've already bought, plus all your settings including alarms can be transferred wirelessly. (If you've got multiple devices backed up, you get to choose which it's restored from. Alternatively, you can just use a wire and an iTunes backup.) Android tries, but doesn't quite get to the granular level that iCloud does, and that's a big difference in user-friendliness.

User accounts

There aren't any. This is the biggest failing in iOS at present. Now that Google has announced that Android will support a form of user accounts on tablets, and Windows Phone 8 offers "Kids Corner" (fenced-off apps you can let the kids use), and Windows RT tablets support multiple signins, iOS is starting to look like the odd one out. One tablet per person is great for Apple, but it's not so great for the squeezed middle. Single-user iPhones yes; multi-user iPads, yes please.

Keyboard

Of course, there isn't an inbuilt keyboard. But the question is, is the onscreen version too small to type on? No ? used in landscape or portrait, the keys are large enough even for my hands. Despite the smaller screen, touch targets aren't too small either. In short, you can still type quite accurately (and certainly more accurately than on an iPhone) and manipulate onscreen objects. I don't think that many app developers will be redoing their existing iPad 2 apps.

In fact, games developers are quite excited by the idea of the iPad mini, because they reckon it will mean more players using the device in landscape mode who will be able to span the bottom of the screen with their thumbs (personally, I could) ? something that was impossible with the iPad, which anyway gets too heavy.

Cameras

Available front and back ? here's an example shot with the camera on the back. There's no Panorama option with the rear camera, which is a strange omission.

Apps

Existing iPad apps work perfectly well. I tried the Brian Cox Wonders app, which includes videos. I criticised the Nexus 7 for the extent of letterboxing on its 16:9 screen, so will I do the same for the iPad mini?

Yup ? you get some pretty hefty letterboxing here too. Here's the thing, though: because the border around the long edges is so much thinner than at the edges, the overall effect is no worse than the Nexus 7; given that proportionally less of the space is lost to the border, you could argue it's a less compromised experience.

For comparison, here's the Nexus 7 letterboxing:

It might not be immediately obvious, but if you look closely then you can see that the physical border is much wider in the Nexus 7 than on the iPad mini.

iPhone apps' behaviour can be hit-and-miss: some fit the screen neatly when expanded to the "2x" size, others overlap the edges (I'm looking at you, Tube Deluxe), others just look blocky (hello, Amazon ? though there is a proper Amazon iPad app). There isn't the spare room that the larger iPad has around the edges when you expand the size of the iPhone app on the mini's screen. Then again, with the huge number of iPad apps available, this probably won't be a problem.

Price

Yes, let's talk about the price. As mentioned above, Apple isn't looking to race to the bottom on price, because its objective (make a profit on hardware) isn't aligned to that of Google and Amazon (sell hardware near cost, profit on content or from users' web browsing). That said, at ?269 ($329) for the 16GB model, you're getting an impressively light, small tablet which (if you buy the connectors, or have them) can take your camera pictures, or just take pictures itself. There's AirPlay, the wireless audio and video connection ? if you have an AppleTV (?99) ($99) then you can run iPlayer on the iPad and "throw" it over to the AppleTV and watch it on a big screen; no wires. And it's not hugely more expensive than the Nexus 7, though the Kindle Fire is much cheaper. If price is your only consideration, though, an iPad probably hasn't been on your shopping list anyway.

Conclusion

Those in favour: excellent build quality; very light, comparatively large screen, not significantly wider than competition (for putting in coat pockets), excellent text rendering, huge selection of apps, music, books and films, pain-free setup from iCloud backups for existing accounts; 3G/4G LTE option; fast-growing range of accessories.

Those against: price is higher than rivals ? at ?239 ($329), it's ?40 ($130) more than the 16GB Nexus 7; no expandable storage; letterboxing of films; no HDMI out (though AirPlay is a wireless equivalent).

Lining those pluses and minuses up against those for the Nexus 7 ? which garnered four stars ? there's no doubt that this is indeed a five-star device. The 20% difference in comparative price is more than made up by the difference in build quality and software selection.

Apple is going to sell a lot of these ? quite possibly more than the "large" iPad ? in this quarter. The only way Apple could improve on this product would be (as some people are already agitating) to give it a retina screen and somehow make it lighter. That might happen at some point. You can wait if you like; other people, in the meantime, will be buying this one.

Hurricane Sandy: Will the Utilities Do Any Better This Time? - WNYC

With predictions of a potentially catastrophic storm hitting New Jersey, many residents probably will spend lot of time without any power this week.

The good news is unlike the past two storms that hammered the state, residents and local officials may have a better idea of where and when the lights will come back on, as a result of actions implemented by the four electric utilities.?

The bad news is that because of the severity of the storm, the president of Jersey Central Power & Light already has warned that some residents could be without electricity for up to 10 days, a situation state officials hoped would be avoided by the utilities adopting many of the 143 recommendations outlined by a consultant to improve response times when restoring service in major storms.

So while customers may be in the dark literally, there's less of a chance they'll be in the dark figuratively. That's because the utilities have stepped up communications to local officials and residents about restoration plans. That includes using social media such as Twitter and Facebook to alert customers about power outages via mobile phones.

Gov. Chris Christie said yesterday the administration also plans to hold phone conferences with local officials at least two or three times daily to give them the latest information on outages, road closures, and other storm-related issues.

Unfortunately, some of the recommendations outlined in the report, unveiled this past summer, have yet to be implemented. If and when they are, it could prove to be a lengthy, expensive process.

For instance, in the two major storms that caused the state to explore this issue, tens of thousands of customers lost power because 15 utility substations -- which convert electricity from high-voltage lines and deliver it to residents and businesses -- were flooded.

The report urged the agency to look at the utilities? plans to deal with the problem -- such as relocating substations, building floodwalls, or raising the height of the facilities. Some? permanent solutions have yet to be implemented.

At a briefing yesterday afternoon, Board of Public Utilities President Bob Hanna said the state?s four electric utilities are sandbagging their substations, including some that have never flooded in the past.

Public Service Electric & Gas, the state?s largest utility, has hooked up mobile substations in River Edge and New Milford, loading transformers on flatbed trailers to support electric load in the flood-prone areas, according to Karen Johnson, a spokeswoman for the utility.

The utilities are also recruiting extra crews, contractors, and utility personnel from as far away as San Diego to help restore power in the aftermath of the storm, Hanna said.

Not pulling in extra people was a major failing of the utilities in to past storms, according to the consultant?s report. During Hurricane Irene, none of the state?s four electric utilities got as much help as they requested from other regional power companies -- or got it quickly enough -- ?the report concluded.

But both Hanna and Christie warned of widespread and prolonged power outages.

Referring to Hurricane Irene, which left 1.9 million customers without power at some point, the governor said, ?This has the potential to be worse because it might linger.?? The weather forecasts predict heavy rain beginning yesterday evening and lasting up to 36 hours, Christie said.

Meteorologists agree. ?An extended period of wind gusts between 40 miles per hour and 60 mph is forecast for two days, which will take its toll on structures, trees, and power lines,?? predicted Alex Sosnowski, a senior meteorologist for AccuWeather.com.

Such wind gusts, Hanna warned could bring down transmission lines, an event that occurred in South Jersey earlier this year when a freak storm pounded the region. If so, tens of thousands of customers could lose power, he said.

Still, Hanna predicted an improved response.? ?The performance will be much better this time around,?? Hanna said.

Chris Eck, a spokesman for Jersey Central Power & Light, which came under the harshest criticism for its communication with customers and local officials in previous storms, said its customers will be better informed because of plans to use social media to inform. ?That?s one big plus,?? he said.

But how long customers might be out is still an unknown, he said. ?We just don?t know how severe the storm will be,?? Eck said. ?It could stay here for a couple of days with very high winds.??

There is no question the state is not underestimating the potential damage of the yet-to-arrive storm. The Christie administration has closed casinos in Atlantic City; ordered the evacuation of the Jersey Shore barrier islands; shut down NJ Transit; given state government today off; and strongly urged public schools to close.

?We can?t stop the storm,?? Christie said at an afternoon briefing on steps the administration is taking. ?We need to prepare for the worst here.??
